Andy McLoughlin is the Managing Director of I.T. Transport Limited, and has 17 years of experience working in the transport sector. He is a Chartered Civil Engineer (CEng) and a Fellow of the Chartered Institute of Highways and Transportation (U.K.). Andy holds a BSc (Hons) in Geology from the University of Manchester (U.K.), and an MSc in Road Management and Engineering from the University of Birmingham (U.K.).

Andy is responsible for providing leadership and developing the strategic direction of the company, with overall responsibility for organisational performance and wider operations management. In relation to project delivery, he works mostly with Governments and their Agencies in Emerging Economy countries, including in sub-Saharan Africa, the Caribbean and Latin America. The projects involve various development partners, including most of the multi-lateral Development Banks, and several bi-lateral Development Partners, including FCDO (UK). He is familiar with several different transport-related disciplines, including asset management, transport planning, civil engineering, road safety, capacity building, and wider institutional reform in the transport sector.

Andy has most recently been working on three projects: as the Team Leader on the development of a new Road Asset Management Strategy and its implementation in Dar es Salaam, Tanzania; as the Team Leader on a Public Transport study in Windhoek, Namibia; and as a Roads Engineer on a rural road development project covering 5 States across Nigeria.
