
Ellen Rogan
Consultant
Ellen Rogan is a Consultant and Project Manager at I.T. Transport Limited, working on projects for a variety of clients and donors. She has worked as an international development professional in the transport sector for the whole of her career to date, and has over 4 years of experience in the management of transport infrastructure projects in developing countries. Ellen holds a BA (Hons) in Geography and International Development and is currently studying for a Master of Science (MSc) in Transport and City Planning at University College London (UCL).
Ellen’s responsibilities include setting up, mobilising and managing operational logistics for project teams, coordinating liaison between project team members, clients and funding partners, managing work-plans and budgets and supporting the internal technical audit process for project deliverables. She also leads on Business Development activities, including the identification and evaluation of bid opportunities, preparation of Expressions of Interest, and preparation of financial and technical proposals. In addition, she regularly undertakes research in order to strengthen the development of methodologies for delivering projects.
Ellen is currently managing several donor funded Transport Infrastructure related projects in a variety of countries, including Tanzania, Eswatini, Uganda and Zimbabwe. The funding partners for these projects include the UK Foreign, Commonwealth and Development Office (FCDO), the World Bank, and the African Development Bank (AfDB). She also provides technical support to projects within her area of expertise and recently worked as a Research Analyst for a World Bank project, which aimed to identify and operationalize business models through which private investment can be channelled into road safety projects.
